Here is what almost nobody tells you: pulling your credit report might not settle the question. A bureau report is excellent at showing what you owe and how you have paid. It is much less reliable at telling you whether a debt review is currently active in your name. Those are two different records, kept by two different organisations, and only one of them is the legal authority on your status.
Two Records, Two Different Jobs
Your credit report comes from a credit bureau. South Africa has four that matter: TransUnion, Experian, Compuscan and XDS. They collect data from banks, retailers and other credit providers about the accounts you hold and how you pay them.
The NCR debt review register is something else entirely. It is maintained by the National Credit Regulator, the body that governs debt counselling under the National Credit Act. When a debt counsellor accepts your application, your status is recorded there and updated as your matter moves through assessment, court and eventually clearance. It is the official record of who is and is not under debt review.

The bureaus do carry a debt review indicator. The problem is how it gets there. The flag is set and cleared based on information reported by the debt counsellor and the payment distribution agency handling your money. That means it depends on other people filing accurate updates on time. When they do not, the bureau record drifts away from reality, and you are the one who finds out at the finance desk.
We Learned This the Hard Way With Our Own Data
While building the South African Financial Pressure Index, we planned to report how many of the people approaching us were already under debt review. The obvious source was the debt review field on the credit reports we pull. So we checked it before publishing.
The field said yes to everybody
The bureau debt review indicator read "under debt review" on 100% of the credit checks we ran. That is impossible. When we compared the same people against the NCR register, the true figure was 44.1%. The two sources disagreed on 152 of 336 matched cases. We removed the measure rather than publish a number we could not stand behind, and we now report debt review status from the NCR register only.
We are telling you this because it makes the point better than any general warning could. If a debt counselling practice that pulls credit reports professionally can be handed a wrong answer by that field, you can too. Treat a bureau report as strong evidence about your accounts and weak evidence about your debt review status.
And the 44.1% figure deserves a moment on its own. Nearly half the people who asked us to check their status were listed on the register, most of them not certain of it beforehand. Being under debt review is not a small administrative detail. It blocks new credit entirely, which is a serious problem if you did not know it was there.
How People End Up Listed Without Realising
There is rarely anything sinister behind it. The listing happens early in the process, well before a court order, and the usual stories are ordinary ones.
Someone applied during a hard year, stopped paying after a few months, and assumed the whole thing lapsed. It did not. Someone finished paying every restructured account but never received a clearance certificate, so nothing was ever sent to the bureaus or updated on the register. That situation is common enough that we wrote a separate guide on being paid up but still listed. Others were listed through a spouse's application, or by a counsellor who took the application and then went quiet.
Whatever the cause, the fix depends entirely on which situation you are in, and you cannot choose a fix before you know your status. If your debts are settled you need a clearance certificate. If a review is genuinely active you may need a transfer to a counsellor who will actually work the file. If you were never lawfully placed under review, that listing can be disputed. Get Your Free Credit Reports From the Bureaus
Whatever else you do, claim what the law already gives you. Section 72 of the National Credit Act entitles every South African to one free credit report a year from each registered bureau. Four bureaus, four free reports, no catch.

Check Before You Need To Know
The people who have the worst time with this are the ones who find out under pressure. They are sitting at a dealership, or trying to rent a flat, or applying for a job that runs credit checks, and a stranger delivers news about their own financial life that they should have known months earlier. Sorting out a stale listing takes weeks. Nobody has weeks when the lease starts on the first.
